"Kretanje" nepokretne imovine beogradskih Jevreja kao posledica Holokausta
"Kretanje" nepokretne imovine beogradskih Jevreja kao posledica Holokausta
Summary/Abstract: The focus of this research is the process of arianization of the immovable Jewish property in Belgrade and its fate in the post war years. The introduction is focused on the life of Belgrade Jews in the prewar years, first Antisemitic laws and discrimination of Belgrade Jews. In a course of the few months and years once equal citizens lost their jobs and positions. The worst happened after the German occupation in April 1941. the new authorities made lists of all Belgrade Jews and all of their property. After the Holocaust there were less than 15% of Belgrade Jews left with just scratches of their prewar ossessions. The new Yugoslavia did not help much economical situation of its Jewish citizens, the mechanics of keeping as state property the immovable property that was taken as the result of the Holocaust, remained strong and constant in the decades following 1945. The 4 different case studies describe different cases of nationalization of the Jewish property by the Yugoslav state. Outcome in all of the 4 cases was the same and although the old owners were accepted as the Nazi victims their property was still the property of the old Belgrade bourgeoisie. That is the reason why the Holocaust in Belgrade and its consequences were so devastating and one of the answers why once big and prosperous Jewish community of Belgrade could not escape hard post war years.

"UNPACKING" THE EDUCATIONAL PACKAGES
Summary/Abstract: The focus of the analysis are the negative discourses created in 2017 in the Serbian public sphere that referred to educational packages on sex education and prevention of sexual violence against children. The aim of the paper is to analyse the way in which these discourses relate to the “anti-gender” discourse led in Europe during the past two decades, and what are their specificities in the local context. The main argument of the paper is that the episode of “educational packages” can be understood as the first significant manifestation of “anti-gender” politics in Serbia.

AGILE ORGANIZATIONS IN THE DIGITAL STRATEGY IMPERATIVES IMPLEMENTATION - EVIDENCE FROM SERBIA
Summary/Abstract: This paper aims to answer questions around digital strategy development in organizations providing clarity, specifically to leaders and ICT departments, the role of human resource and process innovation in the digital strategy implementation. It includes the lessons learned from 256 SMEs from Serbia as business represen tatives, their attitudes given on the topic of the research in the experimental research provided in 2020 in Serbia. In the focus of the paper is the financial industry sector with insurance and accounting services. The authors of the pa per explored the impact of the four variables: leadership ICT, business processes and business model as indepen dent, to the digital strategy risks, as dependent variable. Also is explored the possible decision making impact on the digital strategy issues brought by these influences. The hypothesis of the research, that the digital strategy risk of SMEs organizations would be significantly influenced by four other risks, leadership, ICT, business processes and models in further medium term, is confirmed. De scriptive statistical analysis, IPA decision-making meth ods, Pearson’s correlation, with the attitudes of the SME representatives given by the method of Likert’s valuation scale are used in the paper. The key results of the research would contribute to better understanding the opportuni ties and threats of digitizing implementation in the strat egy creation, needed investment and the agility of SMEs in these processes.

An Analysis of Urban Planning in Postsocialist Societies Through the Concept of Sustainable Development
An Analysis of Urban Planning in Postsocialist Societies Through the Concept of Sustainable Development
Summary/Abstract: In the postsocialist societies, such as Hungary and Serbia, the urban planning and development reflects confronting injustices of economic, environmental and social character. In this study were shown the similarities, and the differences that are characteristic for the modern development of Budapest and Belgrade, and their districts. The survey undertaken in the two capitals gives evidence of the opinión of the citizens on some development issues. Besides the initiatives, some of bottomup charácter (Savamala in Belgrade, Jewish quartier in Budapest), the results are similar and cannot be taken as encouraging: most of the citizens report of the prolonged time for acces to the open urban spaces, even to the retail areas. The conclusions are that the identified problems of the urban development, particularly of the city centers (Erzsebetvaros) and of New Belgrade ( mainly residential area with increasing status of a business center), have a negative impact on creating local social capital and the sense of pride of their citizens.
An Immovable Property Restitution Legislation Database
An Immovable Property Restitution Legislation Database
Summary/Abstract: The 2009 Terezin Declaration reflects the will of 47 nations to continue to enhance their efforts to right the wrongs committed against groups persecuted during World War II. These commitments are not only important with respect to bringing justice to those affected by persecution during the Holocaust, but also are important from the standpoint of transitional justice as now understood, including as a way of reducing the likelihood of future genocides or mass atrocities. The European Shoah Legacy Institute (ESLI) was established to monitor progress and advocate for the principles enshrined in the Terezin Declaration, in particular that of immovable (real) property restitution. ESLI’s latest project – the immovable property database initiative – will provide a much needed and long overdue dynamic tool for claimants, heirs, scholars, governments, NGOs – any stakeholder – to help navigate current property restitution issues by confronting the path through the past which brought us to current state of affairs.. When completed, the online database will be a user-friendly, public-access comparative repository of legislation and international and domestic case law (both past and present) from every country that has endorsed the Terezin Declaration. Using the online database to examine the often thorny and emotionally charged issue of heirless property, in particular, is emblematic of how the content can be used to drive the conversation for solutions forward and possibly give rise to intertwined policy-related questions.
An Overview of the Law on Rehabilitation From the Point of View of Holocaust Victims and Other Victims of Nazi Terror
An Overview of the Law on Rehabilitation From the Point of View of Holocaust Victims and Other Victims of Nazi Terror
Summary/Abstract: Law on Property Restitution and Compensation stipulates that its provisions apply to confiscated property provided that the owner of that property is rehabilitated. In this case, the request for the return of property must be accompanied by a court decision on the rehabilitation or proof that the application for rehabilitation was submitted. The first Serbian Rehabilitation Act was passed in 2006. According to the Law on Rehabilitation, from December 2011, persons who have been deprived of a right (to life, to freedom of movement, to property...) because of political activism, ideological or religious beliefs and national origin before the entry into force of this Act can be rehabilitated. However, the question is how the provisions of this law are applied to the victims of the Holocaust and other victims of Nazi terror. Does this law take into account the victims, does it provide any satisfaction to the victims of the Holocaust and other victims of the occupiers and various quisling formations? What consequences the implementation of the Rehabilitation Act may have on the property rights of persons who, in the course of World War II, acquired property that was previously forcibly taken away (factual and legal violence) from their rightful owners? What consequences the implementation of this law may have on the rights of the victims of the Holocaust and their heirs and what consequences the implementation of this law may have on the rights of the victims of the Holocaust who have no heirs?

Summary/Abstract: This paper aims to point out the role of the family in the acceptance of LGBTTIQ in Serbia. The family is one of the most frequent places of rejection and violence for non-heterosexual persons – according to the data of 2014. Center for Queer Studies (CKS), only one-third of LGBT respondents report that their families know about their sexual orientation, while for 40% of people no one in their family knows about their sexual identity! The great degree of invisibility of LGBTTIQ means that topic of homosexuality is still taboo, and also that families in Serbia have conservative and patriarchal aspects. The first part deals with the position of LGBTTIQ population in Serbia today, based on public opinion surveys, NGO reports, and media information. The theoretical part relates to the problem of homophobia in the family, the problem of the of homosexual identity and internalized homophobia as well as psychological stress, the difficulties of growing up and the psychological problem of LGBT teenagers, based on foreign studies. In the second part of the paper will be presented data of survey research “Culture of birth and reproductive strategies of women in Serbia today”. This section is about attitudes of women in Serbia towards LGBT people in general – whether homosexuality is disease and perversion, the attitude towards the potential homosexuality of their children, the answers to the question of whether the respondents would participate in the Pride Parade and support the right for LGBT people to marry and adopt children.
