Kulturni i kreativni habovi u Vijetnamu
Summary/Abstract: This text will offer a mapping of the cultural and creative hubs in Vietnam, its roles and purposes. It would question the ethics of knowledge transfer through direct concept transmission from Global North to Global South, without understanding contextual differences. It studies 12 creative hubs in Ho Shi Minh City (6), Hanoi (2) and from different provincial cities (4), taking in consideration results of the overviews and analysis done previously by British Council. The survey has shown limits of the concept application, as creative economy in Vietnam is not developed enough to enable its practitioners to rent spaces and services on commercial basis. Thus, the concept of creative industries in practice is limited on bars and restaurants (creative gastronomy), or advertising and PR services, joined by several exhibition spaces that might offer excellent international exhibitions (foreign curators looking for such places) or temporary art residency. This text represents a plaidoyer for a new ethics in international cultural relations, where foreign aid will be based on recipient needs and its cultural values (context understanding).

Liberalised Finance and Instability
Summary/Abstract: This article seeks to bring out the conceptual weaknesses of the assertion that free market mechanisms and liberal financial structures are necessary conditions for economic growth and stability, and to draw implications regarding financial regulatory policies required for the systemic viability. In this aim, it studies the very characteristics of a capitalist economy as a monetary economy and suggests an institutionalist analysis of the hypothesis of endogenous financial instability of Hyman P. Minsky. The process of financial liberalisation since the late 1970s led economies to a speculation-based accumulation regime. However, the sustainability of such a regime reveals to be extremely fragile since it suffers from the conflict of interest, fallacy of composition, absence of macroeconomic vision and lack of consideration of the interconnectedness among market actors. Therefore these pitfalls of free and decentralised markets must be addressed towards collective rules and principles if one would prevent them from continuously resulting in systemic financial turmoil.The main implication of such an analysis is that tough macro-prudential regulatory reforms must be implemented in order to create public-led supervision systems in which social efficiency should replace the individual economic efficiency criterion and lead policies to prevent speculative banking and finance and direct markets towards system-consistent behaviour.

Summary/Abstract: The growing concern for environmental problems in the current economy has spurred the study of the way materials and substances flow through the economy, resulting in many different types of analysis. A diverse set of tools has been developed in Industrial Ecology to tackle the problems caused by human economic activity. These instruments include Life Cycle Assessment (LCA) and Material Flow Analysis (MFA).The aim of this paper is to make a first step in bridging the gap between the various types of analysis of material flows in the economy, by discussing the main differences and similarities of two employed model types: Material (substance) flow analysis and Life cycle assessment. On the basis of evaluation of analyzed tools and implementation in it decision making, it can concluded that each of the tools serves its own purposes and therefore has its own strong points as well as its own limitations.

MUTUAL CAUSALITY OF CULTURE AND POWER IN ORGANIZATIONS
Summary/Abstract: The aim of this paper is to explore mutual causality of organizational culture and power in organizations. Based on the knowledge of the content and nature of organizational culture, as well as of the sources and forms of power in organizations, the paper hypothesizes about the nature and direction of their mutual influence. The main find ing of the paper is that culture legitimizes power, while power instru mentalizes culture within organization. The analysis starts with two types of power in organizations: resource and interpretative. Resource power is based on the control over the scarce resources, while inter pretive power is based on the control over the interpretative schemes, and thereby also over the organization members’ perception, inter pretation, and concluding. The conclusion of the paper is that organi zational culture influences the power in the organization by means of legitimising the critical resources controlled the superior individuals and groups in the organization who thereby gain resource power. On the one hand, which resource will be perceived as critical, it depends on the collective assumptions, values, norms, and attitudes (that com pose the organizational culture’s content), and this also determines which individual and group will have the power based on the con trol over that resource. On the other hand, the power instrumentaliz es the culture by having the superior individuals and groups impose certain assumptions, values, norms, and attitudes to the organization members in order to create interpretative power. Thereby, powerful individuals and groups use the culture as the means to gaining power. Through the process of perpetuation of power, the mutual causality between organizational culture and power in the organization is be ing even more intensified.

Summary/Abstract: This paper discusses the shortcomings of Basel II standards, internationally accepted regulatory framework for the banking sector, based on the premise that if each bank is stable, then the entire banking sector is stable as well, which reallife experience undoubtedly denied during the Great Depression and the current Great Recession. On the other hand, the new Basel III standards have taken into account one of the most important lessons of the recent crises that the financial institutions are subject to the systemic risk that threatens the viability of their business regardless of individual performance. In this sense, our paper focuses on the relationship between macroeconomic and financial stability. In case study of the the economies of the United States and Austria, we analyze the effectiveness of the indicators prescribed by Basel III standards that aim to timely warn economic authorities of the accumulation of the difficulties in the financial sector. Our conclusion is that these indicators, along with certain drawbacks, are undoubtedly a useful tool which can help the prevention of financial instability.

Summary/Abstract: This paper points out the international legal aspects of public participation in decision-making as the central issue of importance for the process of democratization of social relations. For the basis of presented research, the most important international treaties and other sources of international law, the regulations of the European Union (EU) and national legislation of the Republic of Serbia (RS) which regulates the issue of public participation in decision-making in the environmental field are taken. Particular attention is paid to the norms contained in The Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters.

Summary/Abstract: Modern business conditions impose the necessity of monitoring and use of new information technologies as a basis for the survival and development of each company in a global context. All companies are increasingly exposed to competitive business conditions, which are of a global nature, and for them the need to get to know the advantages of the Internet and on-line marketing channels, as well as their use, is of great importance. The paper will show the experience of the business of My Food, which operates as an online store and uses Web and Internet technology, with a special emphasis on the on-line marketing channel as an integral part of the digital marketing strategy of the new era. This paper presents a description of the real business situation, based on specific data and research for the said company. Based on the review of the state, reports, analysis of the strengths and weaknesses of the company “Moja hrana”, the analysis of competitors and other relevant documents, a number of steps have been proposed and presented, which is necessary to apply in order to improve the business of the said company. The accent is placed on online marketing channels. More words were about: remarketing, retargeting, conversion and tagging, affiliated marketing.

Summary/Abstract: The aim of this paper is to provide preliminary empirical frameworks for the operationalization of the thesis about the “political body”, that is, about the connection of internalized body experience and bodily practices and social norms concerning women’s body. One of the basic dimensions of gendered oppression is achieved through the appropriation of female reproductive capacity and sexuality, which is expressed as the socially constructed loss of control of women over their own bodies (regimes of sexual, marital, reproductive life, regimes of female and male dressing, gender regimes of spacial use, etc.). In operationalizing this goal, in this paper we examined the cultural-political framework of the use of contraception. In the paper, an analysis of empirical data (a survey on the birth culture conducted at the beginning of 2017 on the territory of Serbia and northern Kosovo on a sample of 1,560 women) showed that contraceptive culture is not only a matter of women’s health but rather a matter of women’s emancipation. It is built as a system of values, it is linked to the wider political representations of women about the position and role of women in society, and it is also related to the quality of women’s lives, which depends greatly on whether women will be regarded as having the right to their own body integrity or not. At the same time, the paper questions the idea that free education or even widely accessible contraceptives can automatically change the cultural pattern that affects the low contraceptive culture. In addition, the analysis has shown that the patriarchal system of values does not represent a socio-cultural space in which women feel comfortable even if they conform to patriarchal values. Just the opposite, the higher level of patriarchal values is related to higher feeling of guiltiness, a loss of autonomy and a lower degree of life satisfaction among women.
