Percepcija švedskih turista o turizmu i održivom razvoju u Crnoj Gori
Summary/Abstract: Sustainable tourism as a dynamic concept of many dimensions can be observed as an objective and as a process. One of the greatest research challenges, regarding the concept of sustainable tourism development, is its operationalisation and its overview as a process that needs to be applied at the local level, respectively at the tourist destination level. Concept of sustainable tourism needs to be applied through tourist activity, business entities and other stakeholders. In Montenegro, tourism is the most important industry. The thesis states that improvement of competitiveness of this destination, through innovation and diversion of development towards sustainable features, is crucial for survival on the market. Tourism policy should also align the market demands with the aspirations of the local population. This paper is based on analysis of preferences and attitudes of Swedish tourists, about Montenegro as a tourist destination, as a part of a field survey conducted during the 2017 tourist season. The thesis comes to the conclusion that targeting the Swedish tourists market can make a significant contribution to the overall sustainable development of tourism in Montenegro through a continuous, unobtrusive impact on the natural environment and local culture. At the same time, this will help employment and income increase while protecting the local ecosystem.

Summary/Abstract: The Proces of producting building materials, their transport to the building site, usage in bulding and the usefulness of those buldings are classified as a part of the largest group of energy consumers. According to some new researches, the energy consumption during the object’s exploitation in Serbia are somewhere between 100-250 kWh/m2, but the Standard for new objects that are being constructed in many EU countries is 40KWh/m2, in some even 20 kWh/m2. By the new Law of Construction and Spatial Planning the energy efficiency of buildings is set as the priority in the construction of new buildings. The Rule Book of Energy Efficiency (Official Gazette 61/2011 from 19.08.2011) that is in use since 30.09.2013. obligates designers and contractors to apply the measures so that the existing and new objects could be energy efficient. The existing high-rise buildings, which were built before the regulation for the thermal protection was adopted, can be made more acceptable, more suitable and less demanding from the energy saving point of view, if materials and installations that can be produce by recycling additionally overlay the facade and roof surfaces. In the EU, recycling industry is represented with 58%, and with only 0.3% in Serbia. Results of the research conducted in 2009-2012. pointed out that 30% of designers have no knowledge of recyclable materials which can be applied in construction, and that 82% of designers don’t know if these materials can be used to improve the energy efficiency of buildings.

Summary/Abstract: Research on the political attitudes and political culture of women in relation to their preferences concerning the population policies are rare and in domestic literature they are often instrumentalized with the purpose to serve the promotion of nationalist politics. The female “political angle” is poorly visible and is reduced to the pro and contra arguments based on preferences of regarding the number of children they want or can have. It is ignored that there is a wider political context and a political culture in which the choices are made. National (state) programs assess the fertility of women as desirable or undesirable based on class, race, caste, ethnicity, religious affiliation, disability, sexual orientation, marriage, domicile or immigrant status, projecting through this not only the scope of biological reproduction of the population, but inevitably the profile and standards of the political organization of the state and the acceptable or desirable profile of the citizen. The aim of this part of the research was to highlight the wider political and value framework in which women / mothers in Serbia and in northern Kosovo make their attitudes towards population policy. The analysis shows that about a third of respondents support conservative population policy measures, and that Populationist Conservatism (IPK) is a consistent political commitment related to patriarchy, nationalism, and also depends on the basic political choices of respondents (toward civic/ democratic, national or -egalitarian political systems). The outcomes of the research also show that a positive attitude towards feminism is closely related to supporting democratic measures of population policy.

Summary/Abstract: The Law on Returning of Confiscated Property and Compensation of the Republic of Serbia (2011) does not precisely stipulate certain cases confiscation to persons which have not been granted the status of client as inheritors of the former property owner who have submitted compensation requests. As the goal of this Law is to render justice to persons whose property has been confiscated by repressive means of the state, the burden of proof on the return of the property should be on the state, and not on the citizen submitting the compensation request. Bearing this in mind, this Law needs to be amended to include precise stipulations stating that the property needs to treated as a total entity following the death of the owner, in the sense that the property should be returned as a total entity, i.e. financially compensated in total to inheritors which have submitted compensation requests and who have been granted status of client.

Summary/Abstract: This paper present extract from and promotion of study about achievements and perspectives towards a Green Economy and Sustainable Growth in Serbia. It is important to note that even at the global level there is still no uniform, generally accepted definition of the term green economy. While creating this study we have relied on the definition of “green economy” given by UNEP, while also taking into consideration the definition given by the International Chamber of Commerce (ICC). The green economy concept is promoted as a tool to assist countries on the path to achieve sustainable development. The world witnessed that while economic growth lifted millions out of poverty, it was often at the expense of environmental and social conditions and did not benefit all. The decades in which new values and prosperity were created based on the principles of traditional economic models have not managed to fight social marginalisation and change ever-growing excessive consumption of resources. Therefore, it is important to ensure that economic growth provides benefits to society and the environment as a whole. Sustainability still remains a primary long-term goal, but additional efforts must be focused on implementing the concept of green economy if the desire is to achieve that goal. Sustainable development is an umbrella, holistic concept and paradigm which connects economy, society and environment, within which green development strategies can be viewed as an appropriate framework contributing to feasible sustainable development policies. In view of this, it is clear that green economy is something which is more specific than sustainable development.

Summary/Abstract: According to the analysis results of air quality monitoring in the national network for monitoring air quality, contained in the report on the status of the Republic of Serbia, as well as published papers (Popović, Jović i Marić 2013a; 2013b) particle pollution has a dominant impact on air quality. According to the Regulation on the conditions and requirements for monitoring of air quality (Fig. Gl. RS, 11/10 and 75/10), which is the implementation of EU legislation and practice into domestic legislation and practice, define the criteria for the assessment of air quality. PM10 are defined characteristic values and the allowed number of days exceeding the daily GV. In this paper we analyze the number of exceedances of daily LV compared to the maximum allowed by the EU and applicable local regulations.

Summary/Abstract: The core of this text is to point a selected buildings and locations that were part of Jewish properties of pre WWII Belgrade. Discussed examples of Jewish Assets tthroughout a survey belong to a preserved fact of development of Kingdom of Serbia and Kingdom of Yugoslavia’a capital city. In remains of such records throughout decades is an imprint of emancipation of Jewish Community as a part of cultural history. Present conditions in 21st Century goal into a physical remains and legal doubts that reflect the claims after the Holocaust in the region and in an evolving, unresolved aftermath of communist nationalization and confiscation. Topographic map of the center of the city district is becoming an increasingly ambiguous by the future of its origin, of its heritage and upcoming generation of successors of Jewish owners, their ties with proprietors and to the fate of their overtaken legal estates during Restitution process in Republic of Serbia.

Summary/Abstract: The last economic and financial crisis has renewed interest within economic science for some theories that are „out of fashion”. One of them is the Austrian theory of business cycles. According to the Austrian theory, money „creativity” causes business cycles. The Austrian theory argues that monetary sphere encourages economic cycle, whereas real sector constitutes it. Credit expansion causes deformation of price signals (affects relative prices and interest rates), leading to the production structure adjustment, which is manifested as a cycle. According to the Austrian theory, only an increase in savings leads to sustainable economic growth completely supported by the preferences and available resources. On the other hand, credit expansion causes a cyclical movement. In order to avoid cyclical disturbances, the Austrian theory proposes radical change of existing monetary institutions.
