THE CATHOLIC CHURCH IN THE HIGHER EDUCATION POLICY OF THE REPUBLIC OF CROATIA
Summary/Abstract: The aim of the paper is to show the power of the Catholic Church as a very influential institution in today’s Croatia, which regained its influence especially after the founding of the state of Croatia. The state Vatican was one of the first countries in recognizing the independence of the Republic of Croatia. Croatia thanked to Vatican abundantly for concluding special international Vatican agreements, through which the Catholic Church has secured great influence and financial resources. Very soon, the rise and rush of ever greater influence of the Catholic Church in Croatia has been going on since the beginning of the 1990s with grew of religious education in preschool institutions, schools and at the university level, that is, by introducing religious education at all educational levels in Croatian society. Also is shown the importance of the Catholic Faculty of Theology (CFT) in Croatian higher education system, importance of confessional religious education in schools, influence of the Catholic Church on Croatian Society by Croatian Catholic Medical Society and influence at the University level in wider sense. Behind all lies the clientelistic management and procedures at the University, non-transparent spending of public money, violence against some faculties their students and profes sors as well as the long-term fulfillment of Church’s goals in con quering the field of education in the Republic of Cro

THE CHANGE OF THE ORGANIZATIONAL CULTURE IN HOTELS IN MONTENEGRO
Summary/Abstract: Organizational culture is a topic that has received a great deal of attention in the scientific literature. All the influences that an orga nization is exposed to over the course of its lifetime, whether coming from the outside or from the inside, also reflect on its culture, expos ing it to minor or major changes.The primary goal of this research paper is to determine the character of dominant models of organiza tional culture in the tourism and hospitality sector of Montenegro, as well as the dynamics of changes in organizational culture in the considered research period.Research Methods: A random sample was used for research purposes. When it comes to the research tech niques we used a survey technique, and within the aforementioned technique we used a survey questionnaire, more precisely modified Cameron’s and Quinn’s questionnaire (OCAI) for the diagnosis of organizational culture. The questionnaire was modified to obtain information on cultural changes that have occurred in the past.The results of the research indicate that the largest number of hotel and catering companies in Montenegro had the organizational culture of the clan 5 years ago, while the current situation shows that the present organizational culture in the hotel and catering companies in Montenegro is a culture of hierarchy.We believe that the results of this research will provide the basis for understanding different types of organizational culture in hotel and catering companies in Mon tenegro, which will contribute to the creation of knowledge that can be used by managers of tourism companies in Montenegro and thus achieve a competitive advantage and better business performance.

THE FORGOTTEN CONTROVERSY
Summary/Abstract: The paper discuss the forgotten controversy from the history of sociological theory between two eminent sociologists, Marianne Weber and Georg Simmel, about the position of women in Ger man society (and educational system) in early 20th century. The authors offer new interpretation of the controversy embeded into societal context of: (a) German society in late 19th and early 20th century, (b) first wave feminisim in Germany, and (c) individual habitus of its protagonists. The interpretation shows that inspite of the fact that Weber and Simmel confront their opinions about Simmel’s hypothesis that women should create a different, inde pendent and alternative cultural system (subjective culture) as a counterpoint to dominant male objective culture, they both made an attempt to conteptualize reality that will be constructed on al ternative value systems. However, these alter realities were limit ed by the academic, educational and political experiences of their creators, as well as their gender and class belonging.

The Assessment of Operating Leverage in Companies of the Telecommunications Industry in Russia
Summary/Abstract: There are three basic approaches to the evaluation of operating leverage: 1) multiplicative approach (point-to-point approach); 2) regression analysis of time series; 3) proxy approach (static proxies). The most visual measurement of operating leverage degree is the ratio of operating costs (cost of goods sold plus selling, general and administrative expenses) to total assets. Investment in new assets is the most common means of increasing a company’s value. In turn, improving the technical level of the company increases the proportion of non-current assets in the value of the total assets, resulting in an increase in fixed costs. This implies an increase in operating leverage. In order to evaluate operating leverage, the authors use the methods of mathematical statistics and regression analysis. In addition authors introduced a measure of evaluation which has not previously been used in the literature, depreciation-operating costs ratio. The results of the study according to the regression analysis of time series, the degree of operating leverage in telecommunications companies averaged 0.145; when evaluated with the measure proposed by the authors it was 0.217. Authors analyzed the effect of operating leverage on such value. In general, the industry demonstrates a positive correlation (correlation coefficient of 0.503), which means that an increase in operating leverage causes an increase in enterprise value.

Summary/Abstract: The aim of this paper is to examine the public discourse on government expenditure in the Czech Republic in the years since the outbreak of the financial crisis in 2008. The authors have analysed the blogs of two key policy makers from 2008 to the present, using a political discourse analysis methodology developed by Fairclough and Fairclough (2012).Whilst the politicians who are the subject of this analysis reveal different economic philosophies, there are areas of commonality between their positions. Both emphasize public sector debt reduction as a policy priority and neither have challenged the basic underlying structure of the Czech economy.

Summary/Abstract: This paper is an attempt to contribute to an eco-socialist critique of the widely prevailing theoretical perspectives on development with a focus on one aspect: the competing explanations of underdevelopment in the Third World and of the poverty resulting from that underdevelopment.The aspect of inequality between the developed capitalist economies and developing capitalist economies will also be examined from the viewpoint of its linkages with poverty in the Third World. Three main perspectives will be considered: one, the traditional one that keeps the discussion on poverty, underdevelopment and inequality within the framework of a capitalist economy; two, the Marxian one as a critique of capitalism and third, the Green one that focuses on the natural environment as a way of dealing with issues of poverty and underdevelopment.

The Education, Labor Market, and Social Capital Challenges Posed by COVID-19
Summary/Abstract: This paper investigates the effects of Covid -19 on education and labor market and through the challenges posted by pandemic on the social capital development in the organization. In order to gather the required data, an online questionnaire was designed and randomly sent to the 241 enterprises of all size from manufacturing and services sectors, in 2020 in Serbia. The results reveal that there is a significant influence of the pandemic on the labor market demand, and also on the supply and unemployment and self-employment. Also the impact is presented on the education, first on the teaching model driven by technology with growing tendency to e-learning opportunities, on the changing structure of schooling, learning, teaching and assessment methodologies and on VET & NFE programs. Social capital is challenged most in its Structural, less in the relation and cognitive social capital development issues. Descriptive statistical analysis and multi regression and correlation analysis were used in this research. This research developed a new integrated approach to the social capital development addressing the deficiencies found in past studies on organization performance development, by exploring the correlation among more pandemic risks and supporting decisions on the social capital of the organization development by managing exposure to these risks.

The Habsburg Monarchy and Serbs in the Ottoman Empire up until the Congress of Vienna (1739–1815)
Summary/Abstract: The principal objective of this article is to demonstrate some key segments in the development of political relations between the Habsburg Monarchy and the Serbian population in the Ottoman Empire up until the Congress of Vienna in 1815. During the 18th century, the Monarchy played an active role in the instigation of Serbs to become involved in Austro–Turkish wars and to form strong liberation movements. The Ottoman feudal system was confronted with the developments that deeply disturbed the entire legal and socio-economic structure of the Empire. Their consequences within the territory of the Belgrade pashaluk struck the subservient Serbian Christian population, so called ‘rayah’, through exposure to ‘chiflik’ system, terror by authorities, forced migrations, epidemics and starvation. The movements which were most prominent in the territory of the Belgrade pashaluk led towards great liberation rebellion of the Serbs known as the Serbian Uprising of 1804.

The Impact of Competences and Skills on Female Entrepreneurship Development in Digital Era
Summary/Abstract: This paper investigates the effects of education, entrepreneurial learning and enterprise skills on the female entrepreneurship in digital age. In the empirical research participated 143 women enterprises and entrepreneurs, mostly from the micro sized companies from food production and services sector in 2020 Serbia. Beside the state of play of these dimensions of education in Serbia, key findings confirmed the hypothesis of the research, that there is the significant impact of entrepreneurial learning and skills to female entrepreneurship in Serbia. Methods used were correlation and regression analysis. The contribution of the research can be seen in bridging the digital gender divide by awareness raising of equipping and training women and girls with the skills needed to participate and thrive in the digital transformation and in new possibilities to start or develop their own business.

The Impact of Margin on the Performance of Trade Companies in Serbia
Summary/Abstract: As it is well known, one of the most important forms of profit in trading companies is the gross margin. By its size it should be as such to cover total operating expenses (business costs) and to gain certain amount of profit for the needs of further development and growth of the trading company. It is one of the “critical factors of business success” in trading enterprises. Based on the comparative analysis, in this article we have explored the impact of the gross margin on the performance of trade enterprises in selected countries (United States, European Union, Russia, China, Slovenia, Croatia and Bosnia and Herzegovina), with special emphasis on Serbia. It was concluded that the gross margin of trade in Serbia is at a lower level compared to many western countries, as well as Russia, and China. It was at about the same level as in Croatia, but higher than in Slovenia and Bosnia and Herzegovina. At a given level of gross margin profit increase can be primarily achieved by reducing operating costs by applying “new business model” in the trade of Serbia.

The Impact of the Restitution on the Preservation of Cultural and Architectural Heritage and the Urban Development of Modern Belgrade
Summary/Abstract: The main goal of the paper is to highlight some important issues connected with future protection of cultural and architectural heritage and development of modern Belgrade, encouraged by Restitution, which caring out today in Serbia with some delay in relation with others postsocialist countries. The significant political, ethical and cultural aspects and questions are connected with this process and its actors – government institutions, developers, citizens, NGOs, etc. These aspects are not connected only with tangible, but more with intangible heritage – memory on the historical figures and events. The new property legislation frame and refund of private property confiscated and nationalized after the WWII have great impact on protection of cultural heritage – monasteries, rural and urban ambiences, public and residential buildings. The preparation of the new modern law in the field of protection of cultural and architectural heritage − more based on international convention and recommendations − are very important for further development of Serbia within the Europe. The establishment of clear rules, trust and good relation between owners and state institutions will enable better future preservation and maintenance of the listed cultural property.
